[warn-news] Spotter Training Winding Down

That National Weather Service heavily depends on it's network of volunteer
spotters to help accurately issue (or not issue) severe weather warnings.
There is simply no replacement for a trained pair of human eyes.
Opportunities to attend spotter training in 2008 are rapidly dwindling.
There is one spotter class this week in the Cincinnati area.
