[warn-news] WARN net activation at 1900

NWS requesting net activation at 1900 for severe thunderstorm watch for our
western counties.  Standard frequencies.  Seems like a marginal event.  SPC
was on the fence about even issue watch this far east.  Eyes on the sky!
